Airfoil DAT Optimizer reads DAT files line by line. It copies only the points closest to each 5% of the chord and more frequently as 2.5% and 1.25% near the leading edge of airfoil. Instead of hundreds of points in the original file you will get 61 points in an output file. This will be more than enough to build a precise spline of airfoil without degradation in performance.

Also it supports three levels of optimization: 31, 16 and 9 points per surface.

Why only this & not the other? My Kaspersky Internet Security blocked the file. There is something wrong with it.
Take the demo for example - it made 61 points, but you only need 15 points to represent the original airfoil to an accuracy of better than 99.9999% - these are them:-
p.s. also, it's not your fault, but, that is a garbage airfoil that nobody should be using anyhow. It "performs" badly across the board - but is "best" at Re 1,000,000 - however there's 10 stock foils in the UIUC database that outperform it there: - fx049915 in particular is 25% more efficient - and that's not even starting on actually running an optimizer for whatever Re range you really need... probably the word "Optimizer" should not have been used for this add-in - it's just a shrinker.
This app is not an "airfoil optimizer" but an "airfoil DAT optimizer." It is not intended to optimize an airfoil but to optimize the airfoil DAT file by reducing the number of vertices used to represent the airfoil so that Fusion 360 doesn't get bogged down by too many vertices.
